Cuomo budget charges for crude oil transport, erases nuisance fees on farms, jewelry makers, ski lifts

Gov. Andrew Cuomo has proposed raising more money from user fees in specific industries such as crude oil transportation and erasing 59 "nuisance fees" for other industries.

The budget proposed Wednesday would charge a fee of about 14 cents per barrel for crude oil being transported through New York state whether the oil remains in the state or just passes through. The fee would generate $9 million to help pay for the oil spill response and prevention fund.

The budget would also add a new $100 safety inspection fee charged to for-profit passenger carriers for each inspection conducted by the Department of Transportation. (This would exclude school transportation or public transit.)

Cuomo proposed erasing $3 million in annual "nuisance fees" charged by seven different state agencies. Some examples of these obscure fees:

  • $20 farm product license fee.
  • $34 seed potato inspection fee.
  • $10 water well driller application fee.
  • $25 fee for inspections of antique steam engines and boilers.
  • $600 fee on boiler manufacturers (every three years.)
  • $40 fee for a one-year permit to operate a commissary for migrant farm workers.
  • $40 fee charged to employers that apply for an exemption to the law that requires workers to be given one day off each week.
  • $100 fee charged to allow manufacturers to get a permit to allow workers to finish products such as clothing and jewelry at home.
  • $50 and $100 fees to ski tow and lift operators to be inspected.
  • $500 fee for each slot machine in an apprentice training program and $100 fee per trainee every six months.
